A A A 001 1 4 4 4 4 4 4 1 1 1 THE PLAIN DEALER, SATURDAY, JULY 27, PEOPLE IN SPORTS SOX Just another fan UPI Chen Shiblao, who Is part of a Chinese delegation visiting the United States, samples a hot dog while watching the Baltimore Orioles play the Chicago White Sox at Comiskey Park Thursday. Minoso and Cardenal on tour for baseball COMPILED FROM WIRE REPORTS Minnie Minoso and Jose Cardenal, who carne to the United States and found stardom in the major leagues, are teaching their skills to the youth of Central America. The two former major leaguers say they are finding that baseball fever is still raging in the troubled region. Minoso, a seven-time all-star with the Chicago White Sox in the 1950s and 1960s, and Cardenal, who played across town in Wrigley Field for the Cubs for six seasons, are spending the month touring the region at the expense of the United States Information Service. With them on this first "Ambassadors of Baseball" trip is Jaime Garcia Hare, baseball coach at Providence High School near Chicago.

"We try to make friendship between countries and try to make everybody understand each other through baseball," said Minoso, 62, who hit .298 in 17 major-league seasons, including two full seasons and part of another with the Cleveland Indians. Cardenal, whose 18 years in the majors included seasons with San Francisco, California, Cleveland, St. Louis, Philadelphia, New York (Mets) and Kansas City, was the only one of the three to travel to Nicaragua, where baseball is a particular passion. "People said we were crazy to want to come to Central America, but I told them I wanted to represent the sport and my country" said Cardenal, like Minoso and Garcia a Cuban-born naturalized U.S. citizen.

Hershiser wants to be perfect Can Los Angeles pitcher Orel Hershiser, twice author of one-hit victories, take the extra step and one day fashion a no-hitter? "He will," said Dodgers manager Tom Lasorda. "Every time I walk out to the mound, I think about pitching a perfect game," Hershiser said after his second one-hitter of the season, a 6-0 victory over Pittsburgh Tuesday night. "I think about retiring the first batter and every other one after that. If that happens, I'll do it." Pittsburgh's only hit was a slicing, opposite-field single by Jason Thompson in the second inning. "I hit a fastball.

He runs his fastball away," said Thompson. "And he's got a good sinker. It's like hitting a brick." Earnhardt doesn't like restrictions Dale Earnhardt, looking for his third consecutive victory tomorrow in the Talladega 500, said he has no use for new rules designed to make him and other drivers more competitive with Bill Elliott. The National Association for Stock Car Auto Racing imposed restrictions on carburetors because Elliott has dominated the circuit this season, winning eight of 15 races. Elliott dominated qualifying Thursday, winning the pole position at 207.578 mph.

The nearest car, driven by Cale Yarborough, was more than 2 mph slower. Earnhardt qualified 14th at 200.180 mph. "I restrictions like to run fast, and it kills me that NASCAR has put on the carburetors. They build a track like this and then put restrictions on them," he said. "Anybody who doesn't want to run fast can go home is the way I see it." Cincinnati Bengals fullback Larry Kinnebrew on why he shaves his head: "Samson lost all his power when he shaved his head, but I get stronger when I shave mine." GLAD YOU ASKED Q- Could you tell me what happened to Eddie Arsenault and Fred Rancourt, who played football and hockey at John Carroll University in the late 1930s or early 1940s? Hank Ruszkowski, Cleveland.

A Arsenault, who died in 1967, remained in Cleveland and worked most of his life for the General Tire Co. Rancourt is retired and living in Waterville, Maine, where they both played their high school sports.
